The short answer

What the public sector needs that commercial clients do not

The freight itself is not the hard part of a government shipment. The hard part is that every step has to withstand scrutiny after the fact. Procurement rules require quotes in a comparable form, invoices have to reconcile line by line to what was approved, classification and valuation have to be defensible to an auditor as well as to the Australian Border Force, and records have to be retained and retrievable. A forwarder that is casual about paperwork creates work for a procurement team long after the goods have been delivered.

  • Itemised, comparable quoting that can be evaluated against a procurement framework
  • Invoices that reconcile line by line to the approved quote, with statutory charges shown separately
  • Defensible classification and valuation, documented and retained
  • Record retention that satisfies both customs requirements and agency audit
  • Named accountability — a coordinator who answers, and an escalation path that works

What we move

What we move for government and public sector clients

The cargo profile is unusually broad, which is exactly why a single accountable coordinator matters.

CategoryTypical requirement
Scientific and laboratory equipmentHigh value, often calibrated and shock sensitive; sometimes temperature controlled; occasionally regulated
Research samples and specimensPermits, biosecurity conditions, temperature integrity and chain of custody
IT and communications hardwareHigh value, theft exposure, and delivery to secure premises with restricted access
Fleet vehicles and specialist plantImport approvals, biosecurity cleaning, RORO or container, state registration
Emergency services equipmentTime-critical; often dangerous goods components; sometimes airfreighted at short notice
Infrastructure and civil works materialsProgram-driven delivery; oversized items; site access constraints
Exhibition, museum and cultural itemsTemporary import and export provisions, specialist packing, condition reporting
Aid, relief and development consignmentsUrgency, documentation for the destination, and coordination with in-country parties
Office relocations and fitoutSequenced delivery, out-of-hours access, and asset tracking
Documents and archivesSecure handling and confidentiality
Where goods are regulated or permit-controlled we identify the requirement before quoting, not after award.

How we work with procurement and finance teams

Four practical commitments that make a public sector engagement straightforward.

Quotes structured for evaluation

Every quote is itemised by charge type, with statutory charges such as duty and GST shown separately from service charges, and any estimated line clearly identified along with what would move it. That makes competing quotes genuinely comparable rather than superficially different.

Invoices that reconcile to the quote

The invoice mirrors the quote structure so a finance officer can match it line by line. Where a charge has varied we explain the variance against the quoted line rather than issuing an unexplained adjustment.

Documented compliance decisions

Tariff classification and customs valuation decisions are documented with the reasoning and the evidence relied on, and retained. If the decision is queried by the Australian Border Force or reviewed internally years later, the file explains itself.

A named coordinator and a real escalation path

You get a person with a direct line, not a shared inbox and a ticket number. For agencies running time-sensitive or high-value consignments, that single point of accountability is usually the difference that matters most.

How we work

How a government shipment runs

Scope and compliance assessment

Before quoting we confirm what the goods are, whether any permit, prohibition or regulatory approval applies, and what documentation the agency and the border will each require.

Itemised quotation

A quote broken down by charge, with statutory amounts separated, estimates flagged, and the assumptions stated so the evaluation is on a like-for-like basis.

Booking with the compliance conditions built in

Permits obtained, treatments arranged, temperature regimes specified on the booking, and secure handling requirements recorded rather than assumed.

Documentation control

Every document checked against every other before dispatch, and the full set retained and provided to the agency for its records.

Clearance with documented reasoning

Import declaration lodged with the classification and valuation position documented, concessions claimed where available, and any biosecurity direction managed.

Delivery to specification

Delivery to the nominated premises within the access constraints — restricted hours, security screening, loading dock limitations, inside placement, asset tagging where required.

Reconciliation and record handover

Invoice reconciled to quote, variances explained, and the document set provided in a form the agency can file and retrieve.

Temporary imports

Exhibitions, trials and equipment coming in temporarily

Government and research clients frequently need goods in Australia for a limited period — an exhibition, a field trial, a demonstration, a research collaboration, equipment on loan. Paying full duty and GST on goods that will leave again is avoidable, but only if the arrangement is set up before the goods arrive.

  • Temporary import provisions can allow goods to enter without duty and GST where they will be exported within a set period
  • Security or undertaking is generally required, and the terms need to be understood before the goods land
  • Identification of the goods matters — serial numbers and condition records so what leaves can be matched to what arrived
  • Re-export within the period is the obligation; missing the deadline converts a temporary import into a dutiable one
  • Condition reporting before and after, particularly for cultural, scientific and calibrated items

These arrangements need to be established at the planning stage. Tell us early that the goods are temporary and we will set the entry up correctly. See customs clearance for the underlying process.

FAQ

Government freight questions

Can you provide quotes in a format suitable for government procurement?

Yes. We quote itemised by charge type, with statutory charges such as customs duty and GST shown separately from our service charges, with estimated lines identified and the assumptions stated. Where an agency has a required quotation format, template or panel arrangement, tell us and we will quote in it.

How do you handle goods that require an import permit?

We identify the permit requirement before quoting, tell you which agency issues it and what the lead time realistically is, and where the permit is the agency’s to hold we make sure the entry is lodged consistently with its conditions. Goods arriving without a required permit are the most avoidable and most expensive delay in the whole process.

Can you handle temperature-controlled research samples?

Yes, with the temperature regime specified on the booking and monitored, appropriate packaging and where warranted data loggers so the integrity of the consignment can be evidenced on arrival. Many biological and research consignments also carry biosecurity conditions and permits, which we identify and manage as part of the same shipment.

Do you handle temporary imports for exhibitions and trials?

Yes. Temporary import provisions can allow goods to enter without duty and GST where they will be exported within a set period, generally subject to a security or undertaking. It has to be set up before arrival, and the goods have to be identifiable so what leaves can be matched to what came in. Tell us at the planning stage that the goods are temporary.

Can you deliver to secure or access-restricted premises?

Yes, provided the requirements are recorded at booking. We need to know the access hours, any security screening or pre-approval for drivers, dock and vehicle limitations, whether inside placement is required, and who is authorised to receive. These are all straightforward when planned and all problematic when discovered on the day.

Will your records satisfy an audit?

Our approach is that every classification and valuation decision is documented with the reasoning and the evidence relied on, and the full document set is retained and available to the agency. Australian customs record-keeping obligations already require retention for a set period; we work on the basis that an agency may need to retrieve and explain a decision well after that.

Do you work with government contractors as well as agencies directly?

Yes, and frequently the contractor is the party we deal with. The same disciplines apply — auditable quoting, reconcilable invoicing and documented compliance — because those obligations usually flow through the head contract to you.
